Dr. Naheem Billups, Chaplain
Dr. J. Naheem Billups’ earned various degrees and certificates that speak of his determination to seize opportunities for educational advancement and his concern as well as his commitment to build the community of which he is apart of.
On December 31, 2024, Dr. Billups, Chaplain along with his colleague Dr. Sheba Brown, Apostle launched Troy’s Benevolence and Triumphant Bible College. What makes the Bible College especially remarkable is that Dr. J. Naheem Billups dropped out of school in the 8th grade to take care of his siblings. He defied all expectations and the statistics, eventually earning his High School Equivalency Diploma and his Bachelor of Science from Arizona State University.
In 2010 he was awarded his Ph.D. in Christian Counseling by the Cambridge Theological College. Also, he has been appointed as a Chaplain by the New York State Chaplain Task Force of the State of New York. He has been given a certificate by the Emergency Management Institute by the USA Department of Homeland Security (FEMA) certifying the achievement of IS-00505 Religious and Cultural Literacy and Competency in a Disaster in Crisis. Furthermore, he received from the Emergency Management Institute of the United States Department of Homeland Security (FEMA) receiving the certification for the IS-00100.c Introduction to Incident Command System, ICS-100 Serving in the Time of crisis through professional development. The New York State, Department of State certify, Family Benevolence Services, Inc. as a domestic Not-For-Profit Corporation August 15, 2017. Dr. J. Naheem Billups was also given a Certificate of Recognition by the prior Mayor of the city of Troy, W M. Patrick Madden, Mayor to express his appreciation for Dr. Billups demonstrating an extraordinary effort in the community.
Also, Dr. Billups was awarded the Cleanest Community Award for Extraordinary Effort for Dedication to building a strong community. This certificate was in the Fall of 2022 as Award! He also has obtained a Certificate of License certifying him to preach the Gospel and to do the work of the ministry as a Reverend.
Dr. J. Naheem Billups, Chaplain is a Certified Life and Relationship coach, Keynote Speaker, Author, and he holds a Doctorate in Christian Counseling. He is a Redemption leader, Extraordinary Teacher, and a Divine servant. He was brought back to life after being resurrected at the tender age of three years old, after being pronounced clinically dead for more than five minutes. Then with the same divine mandate later in his twenties, his experience with the power of God set him free from serving a life sentence of 65 years in prison after only serving less than 2 years. His testimony is that of David, seasoned with some Jacob and sprinkled with a dash of Joseph, Elijah and Moses. His entire testimony is demonstrated in these 4 examples which characterizes his spiritual journey which is yet to be fully written or told...
He has been trained as a New York State Chaplain having access to the very jails and prisons that he was also jailed in. He is currently, an active Chaplain. He also is added to an Elite task force of first responders and serves as the Executive Director of Counseling for FAMILY BENEVOLENCE SERVICES, Inc. 852 5th Avenue Troy NY. He has several food pantries and feeds the community once a week so no person goes to bed hungry! He is an expert and a consultant when it comes to juvenile and adult crime prevention. Dr. Billups is an author of three books, of which one of the books is titled The Master Builders Series Vol. 1, 2 and 3. He also wrote the manuals for the Shoplifting Diversion Programs which discusses shoplifting rehabilitation and criminal replacement therapy. Dr. J. Naheem Billups is also a restaurant owner of the Twisted Kitchen at 7 Northen Drive in Troy, NY. He is a devoted father and is a dedicated servant to God his Lord and Savior Jesus Christ and his community. He is the CEO and Visionary of Family Benevolence Services, Inc. God gave him the Vision to collaborate with Dr. Queen Sheba Brown, Apostle who is the CEO and Visionary of Triumphant Fellowship Ministry, Inc.. Under the umbrella of his leadership, the collaboration of the two incorporations has impacted the community and the people's faith in God.
Dr. Queen Sheba Brown, Apostle
Dr. Sheba Brown, Apostle has been a Trail Blazer in ministry running in the Gospel for over three decades! She is the Founder and Senior Pastor of Triumphant Fellowship Ministries, Inc. since 1998. She is currently collaborating with Family Benevolence Services, Inc. at 852 5th Avenue in Troy, New York which is overseen by Chaplain Dr. Naheem Billups, Ph.D. Family Benevolence Services Ministries, Inc. of New York State recently Conferred yet another Certificate of Ordination June 2, 2024, to Rev. Sheba Brown.
She was licensed and ordained as a Minister by Bishop Avery Comithier in 1993 – he was the Overseer and Pastor of Elijah Missionary Baptist Church at 12 Benjamin St. in Albany, New York. She was also trained and was overseen by Reverend Dr. Mini L. Burns of Universal Baptist Church located at 25 Washington St., Saratoga Springs, New York. Dr. Burns also, Licensed and Ordained her as a Minister as well. She was consecrated and ordained as an Apostle and confirmed as a Prophet on November 15, 2008, by Chief Apostle Ken Moses and Apostle Adelecia Moses of the Inner Covenant Ministries Fellowship, Inc.
She currently has two locations, one in Baltimore, Maryland and in the Troy, NY area at 852 5th Avenue, Troy, NY under the umbrella of Dr. Naheem Billups, Chaplain. Dr. Sheba Brown, Apostle, has a Godly assignment as a trail blazer where the work of the Kingdom is done in Power equipping God’s people with the Word of God. God uses her to change the life of his people by encouraging them to have hope, purpose and to fulfill their divine destiny. She engages in spiritual warfare with determination to dismantle the plan of the enemy by achieving the possible and teaching that God achieves the impossible. The Body of Christ is impacted by her preaching with demonstration of power reminding the people that they are the Head and Not the Tail. God’s power is evident in her services. It is recorded that many have been healed from breast cancer, rectal and skin cancer and much more. People with brain injuries have risen out of their wheelchairs and walked again. People that have been diagnosed with sarcoidosis and lupus were healed. People that were on their death bed in the hospital after she prayed walked out the hospital two days later. We have seen the power of God upon Dr. Sheba Brown, Apostle’s life in an unusual way.
From 1993 until current she has continued to run with the baton in ministry.
She is an author and has a publishing company called QST Publishing. She has released 18 books and several of her books are sold online in Lulu, Walmart and Amazon. Barnes Nobles was also an avenue by which this trail blazer Dr. Sheba Brown, Apostle sold her books. In addition to overseeing several ministries and counseling Pastors, Police Officers, Nurse Practitioners and many more across the country. She is an Entrepreneur and has businesses called City of Jewels, Sheba’s Place and Emerald City. She is also the mother and manager of 2017, 2019, 2021, and 2022 USA National Junior Olympian and Gold Medal winner, her daughter, Jadah Robinson who is currently being trained by the 4 Division 9-time Boxing Legend Roy Jones Jr.
Dr. Sheba Brown, Apostle currently along with her brother Samuel Bunch have open The Next Bunch Boxing Gym, Afterschool and Summer Program located at the Griswold Heights Community Center in Troy, NY. She is a Level One USA Boxing coach who has been an intricate part of developing a non-bullying Boxing program to help get kids off the street. Dr. Sheba Brown, Apostle is the Coordinator of one of the largest Free Breakfast and Lunch programs in Rensselaer County servicing over 40 plus youth.
She is the Founder and Chief Executive Officer of the P&P Rock Initiative Reentry Program. They provide services to men and women who are transitioning from incarceration drug addiction, alcoholism, homelessness and rehabilitation. As a part of her concern for the community she manages an employment search program and a community service program to assist men and women who have been charged with misdemeanors and felonies. In addition to offering community service as an alternative to jail time, she has preached in the Albany County Jail for many years. She has also provided one-on-one counseling appearing in the courtrooms with many.
She has the Toys for Tots program to give toys to families for Christmas where there are single parents or drug infested areas and concerns for parents that are incarcerated. She also manages an annual Turkey Drive program for families during the Thanksgiving Season. The programs that she oversees are designed to help the needs of the communities that have issues with drug infestation and other crimes.
She is the owner and Host of her talk show “Sheba Talks” where she talks about hot topics, social issues and relationship concerns. Along with the show, she hosts prayers and Bible studies that can be watched on “Sheba Talks” App/ TV Channel which is available on shebatalks.nowcast.cc. Sheba Talks can be seen on six continents, Central America and the Caribbean, through Roku, Apple, Apple IOS, Firestick, and Google Chromecast.
She also organized a Prayer line free and available 24 hours a day on Telephone No: 267-807-9613 Access No: 853058#. She is a motivational speaker and a preacher after God’s own heart being called to move the assignments of demonic forces by using the word of God and commanding the yoke of the devil to be destroyed off God’s people. She also motivates Gods children to operate in the spirit of excellence that they may fulfill their assignment by operating in purpose, passion and power concerning the Kingdom of God.
Her gift operates like Elijah therefore she’s also the founder of the School of the Prophets where the first semester was launched in 2014 using her Prophetic manual The Design of a Prophetic Champion sold in Amazon and Walmart. She wants to enhance and educate those who operate in the office on how to be 100% accurate like Elisha. She has received divine and sovereign notice from the King of Kings that she must carry it out. This trailblazer has been in ministry for years breaking through barriers and destroying blocks and hindrances that may have stopped others.
She Incorporated Triumphant Fellowship Ministries Inc. in 1998 with its own 501C3. Since 1998 Apostle Brown has been running in ministry. She has written over 18 books, including Prayer Books, The Spiritual Assassin and books to encourage God's people with books and manuals like Making Yourself A Winner and the Making Yourself A Winner Training Manual. She has written books to encourage her daughter Champion Jadah Robinson in her boxing career and in so doing, the books peeled away the mystery behind what it takes to walk in Dominion, Power and think like a Champion in Life. She has written The Making of a Champion, The Challenges of a Champion, The Mindset and The Instinct. Sold in Lulu, Walmart, and Amazon. She has a host of other books that she has released for God’s purpose to give God's people the tools to overcome every assignment of the enemy.
